Wilton City Council Meeting Minutes for 4/13/2012
Special Meeting
April 13, 2012
The Council for the City of Wilton, Iowa met in special session in the Council Chambers, City Hall on Friday April 13, 2012. Mayor Ira Bowman called the special meeting to order at 4:00 PM and led the members in the Pledge of Allegiance.
Roll call was held and the following Council Members were present: Robert Barrett, Steve Owens, and Matt Fowler. Absent: Richard Garrison and Keith Stanley. Also present City Administrator Joel Laws, City Attorney Pro Tem Julie Degen, Advocate News Correspondent Derek Sawvell, Muscatine Journal Correspondent Charles Potter and Mike Hoekstra.
The first order of business before the Council was to consideration a Resolution setting specific weight limits and embargos on the City street of Wilton. Mayor and Members present agreed that the City has tried to negotiate with Muscatine County and Streb Company regarding the upcoming Y14 repaving project. Mayor and Council feel that the burden has been put on our City with no benefit to Wilton. We have spent funds on attorney and engineering fees and we need to look out for the best interest of the Wilton citizens. Discussion was held on load limits per day, maintenance bonds, truck weight, scale use and permits.
Joel had done a budget analysis to show the impact repairing Liberty Street would have on the City of Wilton. He estimated the amount to repave Liberty Street would be approximately $5,000 per block, total being $20,000. He also shared with the Council the budgeted amounts for street repairs and maintenance. Embargo signs have been ordered and we are awaiting their delivery. Joel sated that Cedar County is willing to lend the City of Wilton embargo signs in the meantime.
It was then moved by Member Fowler seconded by Member Owens that the City of Wilton move forward with a Resolution to set an embargo limit and require permits for use on the embargoed streets. The roll was called and the vote recorded as follows:
Ayes: Barrett, Owens and Fowler
Nays: None Motion Carried.
The City Attorney will draft the Resolution and a permit for the Council to review and approve at the next regular Council meeting on April 23, 2012.
No further business, the Mayor declared this meeting adjourned.
