Council Meeting minutes 7-25-2022

Regular Meeting

                                                                                                July 25, 2022

 

                The Council for the City of Wilton, Iowa met in regular session in the Council Chambers at City Hall on Monday July 25, 2022 Mayor Keith Stanley called the meeting to order at 6:00 PM and then led the group in the Pledge of Allegiance.  Council Members present:  Bill Voss, Steve Owens, Ted Marolf and Sheryl Lenker        Member Budding arrived at 6:20 pm.

 

                 The agenda was presented for approval.  It was moved by Member Owens seconded by Member Marolf that the agenda be amended and then approved to add a payment to DMDR Painting to the consent agenda. The vote recorded as follows: Ayes: All   Nays: None   Motion Carried

 

                The consent agenda was presented for approval. Items included were: Minutes from 7/11//2022 meeting, Morgan Jones Hire, Duffe Tax Abatement and DMDR Painting invoice.  It was moved by Member Marolf seconded by Member Lenker that the consent agenda be approved as presented. The vote recorded as follows: Ayes: All   Nays: None   Motion Carried

 

REPORTS

 

                Wilton Development Director Becky Allgood wanted to invite everyone to a “Maker/Space Business After Hours” sponsored by the Wilton Development Corporation.  It is on Wednesday, August 24, 2022 at Wilton Public Library from 5 – 7 pm.  There will be food and drink and even a band but the special part is, they will be demonstrating all of the wonderful technology available at the Maker Space. 

                Becky will be meeting with the Woda Cooper group this week.  They will be using the Chamber office to meet with potential renters.  They are also looking for an apartment manager.

 

                Jeff Horne reported that the sidewalk project continues. We have completed a lot of 2nd Street and parts of Locust, Walnut and Chestnut.  The Ash Tree contractor is making progress. The Well and Cherrydale Park restroom projects are moving fully forward now. Latta has done their work and the footings are being done by Hoekstra. Don Drake is coordinating the restroom project working with Hoekstra and his other contractors.  

               

FORMAL MEETING                                                               RESOLUTION NO. 07252022A

A RESOLUTION AMENDING THE PERSONNEL

 POLICIES OF THE CITY OF WILTON

 

WHEREAS, the Council of the City of Wilton has previously adopted a Personnel Policies; and

WHEREAS, in order to provide for certain changes, it is necessary to revise this manual.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WILTON, IOWA

THAT: SECTION 1 SALARY COMPENSATION shall be amended by removing the SECTION as follows:

 

SECTION 1 SALARY COMPENSATION 

A)       Salary schedule

Step 1: Upon employment to 6 months:

              80% of base salary

Step 2: 6 months employment to 12 months:

              85% of base salary

Step 3: 12 months employment to 24 months:

             90% of base salary

Step 4: 24 months employment to 36 months:

            95% of base salary

Step 5: End of this year employment – base salary

                Base salary for the City’s hourly employees – by position

                Public Works-Street Maintenance-Water/Sewer & all non-represented employees:

                (Base salary shall be set by Council Resolution)

An adjustment from this schedule may be authorized any time at the discretion of the City Council.

 

It was moved by Member Marolf seconded by Member Owens that the resolution be passed as presented.  The vote recorded as follows: Ayes: All   Nays: None   Motion Carried 

 

Lynn Ochiltree of the Wilton Candy Kitchen and Star Drug has summited applications for the Incentive Grant Program from the City and WDC.  He has submitted invoices for the Candy Kitchen totaling $7,480.39 and Star Drug totaling $10,253.28.  These invoices make him eligible for a combined reimbursement of $5,852.11.  It was moved by Member Marolf seconded by Member Voss that the grant be approved as presented.   The vote recorded as follows: Ayes: All   Nays: None   Motion Carried 

               

MAYOR REPORT

 

                Mayor Keith Stanley commented on the great job that is being done on the sidewalk replacement.  He also wanted to congratulate the Wilton Beaver Girls Softball team for their 2nd place win at the State Softball Tournament.  The softball team showed great sportsmanship and we all are very proud of the team.

 

COUNCIL REPORT

 

                Member Marolf reminded everyone that raffle tickets are now available for the Annual Freedom Rock Smorgasbord. The grand prize will be a custom painted golf cart, with the addition of several other prizes.   This event takes place September 25th, 2022.

 

                Steve Owens also remarked that the sidewalk program was looking good but wondered if the amount dirt being removed should be cut back a little.  He felt that this is something that might need to be addressed as the program continues.

 

BILLS

 

The Financial Statements were accepted and placed on file.  It was moved by Member Marolf seconded by Member Voss that the total disbursements of $199,076.66 approved by the Finance Committee, be allowed and instruct the City Clerk to pay the same.  The vote recorded as follows: Ayes: All   Nays: None   Motion Carried
