Regular Meeting
May 8, 2023
The Council for the City of Wilton, Iowa met in regular session in the Council Chambers at City Hall on Monday May 8th, 2023. Mayor Keith Stanley called the meeting to order at 6:00 PM and then led the group in the Pledge of Allegiance. Council Members present: Sheryl Lenker, Bill Voss, Steve Owens and Ted Marolf Absent: Wayne Budding
The agenda was presented for approval. It was moved by Member Marolf seconded by Member Voss that the agenda be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried
The consent agenda was presented for approval. Items included were: Minutes from 4/24/2023 meeting. It was moved by Member Marolf seconded by Member Owens that the consent agenda be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried
REPORTS
Wilton Chamber and Development Alliance Director Becky Allgood reported that the annual Wilfundy golf outing is scheduled for June 16th. There is still time to register a team. She also presented the new Founders Day logo. The theme is “Shake Things Up”. Many activities are being planned for August 18th and 19th.
City Administrator Jeff Horne reported that the upcoming comprehensive plan meeting is very important as it will go over future land use. It is scheduled for May 24th and open to the public. He also reported the sidewalk and parking lot behind City Hall has been completed and seeded down. This will provide a great area for activities throughout the year as well as parking for our downtown residents during snow removal.
Dan Oien presented to the Council about a potential housing development. His goal is to add additional single-family homes to our community. After some discussion it was motioned by Voss and seconded by Marolf to further look into developing some property in town. The vote recorded as follows: Ayes: All Nays: None Motion Carried
Horne also presented that our Public Works director has brought concerns to him regarding our current lawn mower. It is an older mower and starting to be less reliable. He reported that there is a very similar model available for sale off the lot at Sinclair in Durant. After much discussion it was moved by member Owens and seconded my member Lenker to trade the current lawn mower for a new one as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried
FORMAL MEETING
A resolution entitled “Resolution Authorizing Payments for TIF Loan Agreements for Fiscal Year 2023” No 05082023B was presented. After some discussion it was moved by Member Lenker seconded by Member Voss that the resolution authorizing payments for TIF loan agreements be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried
Thereupon Mayor Stanley declared said Resolution No. 05082023B duly adopted.
A resolution entitled “A Resolution Appointing Lizabeth Maurer to the Position of City Clerk” No 05082023A was presented. After some discussion it was moved by Member Lenker seconded by member Owens that the resolution appointing Lizabeth Maurer as City Clerk be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried.
Thereupon Mayor Stanley declared said Resolution No 05082023A duly adopted.
A resolution entitled “Setting a Public Hearing for the Fiscal Year 2023 Budget Amendment: No. 05082023C was presented. After some discussion it was moved by Member Voss seconded by member Owens that the resolution to set the budget amendment public hearing be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried.
Thereupon Mayor Stanley declared said Resolution No 05082023C duly adopted.
Ordinance 559 entitled “An Ordinance Amending Title 19 of the Wilton Municipal code by Adding a Section for Tiny House Planned Developments” was presented for approval. After much discussion it was decided that the ordinance needed to be revised to include more detailed wording. Ordinance 559 was tabled for the next council meeting.
Ordinance 560 entitled “An Ordinance Amending title 19 of the Wilton Municipal Code by Updating Sign Regulations” was presented. This ordinance gives more specific guidelines for residential, commercial and industrial districts. After some discussion it was moved by Member Voss seconded by member Marolf that the amended sign ordinance be approved as presented. The vote was recorded as follows: Ayes: All Nays: None Motion Carried First reading passed and approved this 8th day of May 2023.
A resolution entitled “Approving a Professional Services Agreement with Iowa Codification inc.” No. 05082023D was presented. After some discussion it was moved by Member Marolf seconded by member Owens that the resolution to approve the service agreement with Iowa Codification be approved as presented. The vote recorded as follows: Ayes: All Nays: None Motion Carried.
Thereupon Mayor Stanley declared said Resolution No 05082023D duly adopted.
INFORMAL MEETING
City Administrator Horne presented more detail on upgrading our city website design. The city website is beginning to be the face of City Hall more and more. To best serve our residents a more user-friendly website would be very beneficial. There are a lot of features and options available when having a website designed. The company that we have consulted with has worked with a lot of towns our size across the state and comes highly recommended. They would provide detailed training on managing the website and migrate all of our current information to the new site. After much discussion it was moved by Member Owens and seconded by Member Voss to continue working on redesigning the city website. The vote recorded as follows: Ayes: All Nays: None Motion Carried.
MAYOR REPORT
PROCLAMATION
WHEREAS, America is the land of freedom, preserved and protected willingly and freely by citizen-soldiers; and
WHEREAS, millions who have answered the call to arms have died on the field of battle; and
WHEREAS, a nation at peace must be reminded of the price of war and the debt owed to those who have died in war; and
NOW, THEREFORE, BE IT RESOLVED I, Keith Stanley, Mayor or Wilton, hereby declare and designate May 26, 2023 as
“NATIONAL POPPY DAY”
In the city of Wilton, Iowa and we ask that all citizens pay tribute to those who have made the ultimate sacrifice in the name of freedom by wearing the Memorial Poppy on this day.

COUNCIL REPORTS
Member Voss stated that the flags will be put out in Oakdale cemetery on May 20th at 9:00 am in honor of Memorial Day. Anyone wanting to help place flags is welcome to help.
Member Marolf stated that they will be hosting a Tractor Show at Founders Day this year. He also noted that concerns have been brought to his attention regarding the continued problem with dog feces in the downtown area. This has been an ongoing problem. If a resident is caught not picking up after their animal a citation will be issued.
BILLS
The Financial Statements were accepted and placed on file. It was moved by Member Lenker seconded by Member Owens that the total disbursements of $176,788.55 approved by the Finance Committee, be allowed and instruct the City Clerk to pay the same. The vote recorded as follows: Ayes: All Nays: None Motion Carried
