Council Meeting 10-12-2020

Regular Meeting October 12, 2020 The Council for the City of Wilton, Iowa met in regular session in the Council Chambers at City Hall on Monday, October 12, 2020. Mayor Robert L Barrett called the meeting to order at 7:00 PM and then led the group in the Pledge of Allegiance. Council Members present at this meeting: Keith Stanley, Ted Marolf, Wayne Budding and Steve Owens. Absent: Sheryl Lenker The agenda was presented for approval. It was moved by Member Stanley seconded by Member Marolf that the agenda be approved as presented. The roll was called and the vote recorded as follows: Ayes: Owens, Stanley, Budding and Marolf Nays: None Motion Carried The consent agenda was presented for approval. Items included were: Stanton TIF Payment for $9886.00, Minutes from 9-28-2020 meeting, Resolution Procurement policy, Resolution Conflict of Interest and Swanson Pay App #3 for $96198.73 It was moved by Member Stanley seconded by Member Owens that the consent agenda be approved as presented. The roll was called and the vote recorded as follows: Ayes: Owens, Stanley, Budding and Marolf Nays: None Motion Carried CONSULTANTS: Wilton Development Director Becky Allgood presented documents requesting funds from the City of Wilton for the down payment to begin construction of two new homes. The request is for $21,955.68 and $22,064.69 for a total of $44020.37. After due consideration and discussion it was moved by Member Marolf seconded by Member Stanley that the funds will be available and to move forward ordering the two homes. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, and Marolf Nays: None Motion Carried LEGAL ITEMS: It was reported that notice of the intention of the Council to conduct a public hearing on a loan agreement had been published according to law and as directed by the Council and that this is the time and place at which the Council shall receive oral or written comments from any resident or property owner of the City. All written statements and evidence that had been filed were reported to the Council. The Mayor called for public comments, and the following named persons presented oral statements, or evidence; filed written statements; or presented other exhibits: There being no further comments or evidence offered, the Mayor announced the hearing closed. It was reported that a Preliminary Official Statement had been prepared in connection with the sale of General Obligation Refunding Bonds, Series 2020, and that it would be necessary for the Council to make provision for the approval of the Preliminary Official Statement and to authorize its use by D.A. Davidson & Co. Council Member Owens introduced the resolution hereinafter next set out and moved its adoption, seconded by Council Member Stanley; and after due consideration thereof by the City Council, the Mayor put the question upon the adoption of said resolution, and the roll being called, the following named Council Members voted: Ayes: Budding, Owens, Stanley and Marolf Nays: None. The Mayor declared the resolution duly adopted, as hereinafter set out. The Mayor then announced that it was the time and place for a public hearing on a proposed Storm Water Project Plans and Specs. Notice of time and place of this hearing was published in The Advocate News and the affidavit of publication is on file. The Mayor asked for any written or oral objections. No written or oral objections were received. The Mayor then declared such hearing closed. Plans and specs for the Storm Water Project were reviewed. It was then moved by Member Budding seconded by Member Stanley that the plans and specs be approved as written. The roll was called and the vote recorded as follows: Ayes: Budding, Stanley, Marolf and Owens Nays: None Motion; Carried MAYOR ITEMS: The Mayor wanted to remind the citizens that burning in the City of Wilton is allowed Oct 20th to Nov 20th. Please follow the guidelines set forth in our Municipal Code. They are as follows: the burning of garden waste, trees, tree limbs, weeds, leaves, grasses and similar unprocessed plant materials upon one or two family residential premises where grown or deposited by the elements, provided that: 1) Such open burning takes place between the hours of nine a.m. and five p.m. daily during the period commencing October 20th and ending November 20th of each year. (2) Such open burning must be supervised at all times by a responsible individual and a garden hose hooked to an outside water spigot be available. (3) On the advice of the Wilton fire chief or other area fire prevention officials, proclaiming that such open burning may create a fire hazard due to climatic conditions, no such burning shall be permitted. COUNCIL ITEMS: Member Marolf inquired about snow removal plans for the street in front of the Freedom Rock. Ball will consult with the Street Superintendent and make plans to protect the newly landscaped area during snow removal. BILLS The financial Statements were accepted and placed on file. It was moved by Member Budding seconded by Member Stanley that the total disbursements of $68687.99 be approved by the Finance Committee, be allowed and instruct the City Clerk to pay the same. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, and Marolf Nays: None Motion Carried. ADMINISTRATIVE ITEMS: Ball reported the city hired a new office assistant, Kim Kreimeyer. Ball felt that this was the time to explore a more permeant situation for the office. It was moved by Member Owens and seconded by Member Marolf that the new hire of Kim Kreimeyer be approved. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, and Marolf Nays: None Motion Carried.
