Regular Meeting

                                                                        November 23, 2020

 

            The Council for the City of Wilton, Iowa met in regular session in the City Hall Council Chambers on Monday, November 9, 2020  Mayor Robert L Barrett called the meeting to order at 7:00 PM and then led the group in the Pledge of Allegiance. 

 

Council Members present at this meeting: Keith Stanley, Wayne Budding, Ted Marolf and Steve Owens via remotely.          Absent: Sheryl Lenker

 

 The agenda was presented for approval.  It was moved by Member Marolf seconded by Member Stanley that the agenda be approved as written.  The roll was called and the vote recorded as follows:

 

            Ayes: Owens, Stanley, Marolf, and Budding   

            Nays: None                               Motion Carried

 

The consent agenda was presented for approval. Items included were: Minutes from 11/09/2020 meeting, Annual Finance Report Resolution, Resolution for Bill Pay, Annual TIF report, and Pay App#9 Precision Builders for $66342.60. It was moved by Member Budding seconded by Member Marolf that the consent agenda be approved as presented.  The roll was called and the vote recorded as follows:

 

            Ayes: Owens, Stanley, Budding, and Marolf

            Nays: None                               Motion Carried

 

CONSULTANTS:

 

            Wilton Development Director Becky Allgood included the 2020 Annual Report and 2021 Dues Donation request in the Council packets for consideration. She also announced that Lynn Ochiltree has agreed to be on the Wilton Certified Local Government Commission.  Our Commission members are as follows: Becky Hansen, Chair, Terri Becker, Dwayne Lenker, Lynn Ochiltree and Becky Allgood, Administrator.

 

 Wilton Certified Local Government Commission Mission:

            The Wilton Certified Local Government Commission was established to promote the educational, cultural, economic and general welfare of the public through recognition, enhancement and perpetuation of sites and districts of historical and cultural significance.

 

 

LEGAL ITEMS:

                                                RESOLUTION NO 11232020C

Resolution to fix a date for a public hearing on proposal to enter into an amended Sewer Revenue Loan and Disbursement Agreement and to borrow money thereunder in a principal amount not to exceed $6,758,000

WHEREAS, the City now proposes to enter into an amended Loan and Disbursement Agreement (the “Agreement”) with the Lender and to borrow money thereunder in a principal amount not to exceed $6,758,000, pursuant to the provisions of Section 384.24A of the Code of Iowa, for the purpose of paying the cost, to that extent, of (1) current refunding the Outstanding Bond; and (2) constructing the Project; and it is now necessary to fix a date of meeting of the Council Member Stanley introduced the resolution hereinafter next set out and moved its adoption, seconded by Council Member Owens; and after due consideration thereof by the Council, the Mayor put the question upon the adoption of the said resolution and the roll being called, the following named Council Members voted:

            Ayes: Owens, Stanley, Budding, and Marolf

            Nays: None                               Motion Carried

 

Whereupon, the Mayor declared the resolution duly adopted as follows:

City Council at which it is proposed to take action to enter into the Agreement and to give notice thereof as required by such law;

NOW, THEREFORE, Be It Resolved by the City Council of the City of Wilton, Iowa, as follows:

This City Council shall meet on December 14, 2020, at the City Hall Council Chambers, in the City, at 7:00 o’clock p.m., at which time and place a hearing will be held and proceedings will be instituted and action taken to enter into the Agreement.

 

MAYOR ITEMS

 

            Mayor Barrett attended the meeting for the Cedar County Solid Waste Commission. They will probably have to add to the current building. This will have to be approved by vote from the citizens.  Barrett commented that the City Hall renovations are almost complete.  He instructed to have the City Administrator to include an extended warranty to the life of the shingles and roof. Leaf pickup is going well, the city crews will be out until the end of November.

 

COUNCIL ITEMS:

 

            The annual Wilton Window walk has been cancelled.  However the Wilton Alumni Association and the Candy Kitchen are partnering to have a drive by Santa Claus at the Freedom Rock.  Please note that it will take place the same night the window walk was scheduled. Member Marolf wanted to remind everyone that Pavers for the Freedom Rock are still available.

 

            Police Chief Clark reported on the status of hiring new officers.  He also reported that the police department and the school are working on a 28E agreement assigning Police Sergeant Johnson to be the School Resource Officer. The Mayor and Council agreed that Sergeant Johnson will be a great candidate to fill this positon.  More information will be brought to the next council meeting.

 

BILLS

            The financial Statements were accepted and placed on file. It was moved by Member Owens seconded by Member Stanley that the total disbursements of $389,327.73 be approved by the Finance Committee, be allowed and instruct the City Clerk to pay the same. The roll was called and the vote recorded as follows:

 

            Ayes: Owens, Stanley, Budding, and Marolf

            Nays: None                               Motion Carried.

 

ADMINISTRATIVE ITEMS:

           

            RESOLUTION NO. 11232020C

RESOLUTION FOR OPERATING TRANSFERS

WHEREAS, it is desired per auditor to authorize the transfer of money from the below designated funds to the appropriate funds.

WHEREAS, said operating transfers are in accordance with section 331.429 and 331.432, 2019 Code of Iowa,

NOW, THEREFORE BE IT RESOLVED by the City Council of Wilton, Iowa as follows:

Section 1. Transfer the local option account balance (Fund 120) collected during the fiscal year in equal amounts to General (Fund 001) and Sewer Improvement (Fund 612).

Section 2. Transfer the FEMA fund balance $67,116.78 (001-4415-444.00) as follows:

            General Fund: $32,116.78

            Fire Equipment: $5,000.00

            Police Equipment: $30,000.00    

 

The amount of any transfer shall not exceed available fund balances in the transferring fund.

After due consideration of said Resolution, it was moved by Member Budding seconded by Member Marolf that the same be adopted.  The question being upon the adoption of Resolution No. 112322020C, the roll was called and the vote recorded as follow:

 

            Ayes: Owens, Budding, Stanley, and Marolf

            Nays: None                                                       Motion Carried

 

            Thereupon the Mayor declared said Resolution No. 11232020C adopted. 

 

 

Passed and approved this 23rd day of November, 2020.

                                                           

 

            Ball reported that the sludge mixer motor quit working.  These mixer motors are estimated at $15,000.00 to replace and that does not include installation.  The Plant Superintendent Kreimeyer is looking into installing air diffusers much like what we have at the sewer plant. This would alleviate the need for the mixer motors which tend to break down and further more need replacement. Ball will present the council with a quote for the project.
