Council Meeting 9-14-2020

                        Regular Meeting

            The Council for the City of Wilton, Iowa met in regular session in the Community Room at City Hall on Monday September 14, 2020.  Mayor Robert L Barrett called the meeting to order at 7:00 PM and then led the group in the Pledge of Allegiance. 

 

Council Members present at this meeting: Wayne Budding, Keith Stanley, Sheryl Lenker, Steve Owens and Ted Marolf  Absent: None

 

 The agenda was presented for approval.  It was moved by Member Budding seconded by Member Marolf that the agenda be amended by removing the Closed Session section and thus approved the amended agenda as presented.  The roll was called and the vote recorded as follows:

 

            Ayes Budding, Stanley, Marolf, Owens and Lenker

            Nays: None                               Motion Carried

 

The consent agenda was presented for approval. Items included were: Minutes from 08/24/2020 meeting, Community Center Liquor License, Pay App#2 Swanson Construction for $16,739.00, Sidewalk reimbursement for Marie Fry $500.00, 28E Agreement insurance changes and DA Davidson Engagement Letter. It was moved by Member Lenker seconded by Member Stanley that the consent agenda be approved as presented.  The roll was called and the vote recorded as follows:

 

            Ayes:  Budding, Stanley, Lenker, Owens and Marolf

            Nays: None                               Motion Carried

 

CITIZEN APPEARANCE

 

            Jamie Cruse with New Horizons presented documents to implement a Tobacco-free/Nicotine-free Policy. The policy would prohibit tobacco and nicotine products  but are not limited to tobacco or tobacco-like products, and all nicotine products not regulated or approved by the Food and Drug Administration for tobacco cessation.  This policy would apply at all times in the City of Wilton owned property, parks and buildings.  Jamie will meet with Chris to update our Iowa Smokefree Air Act in compliance with the Iowa Code.

 

CONSULTANTS:

 

Wilton Development Director Becky Allgood expressed gratitude for helping the Heathy Hometown Project by implementing a Smoke Free Act.  Work is continuing on the new houses to be built. The WDC is looking to purchase more land for development. 

 

 

CORRESPONDENCE:

 

            The mayor received a phone call on the political signs being placed on the city right of way.  This matter has been addressed and they have been moved back from the street. Ball will be addressing the problem further by possibly restricting the size and wordage of future signs.

 

MAYOR ITEMS:

           

            Mayor Barrett commented on the excellent Freedom Rock dedication.  He felt we should be proud to have the Freedom Rock in our city and he would like to possibly get more signage to direct people to the area. 

 

            Mayor Barrett commented on the upcoming Treat or Treat Holiday.  He wants the council to think about how to implement some guidelines to encourage safe procedures for the Holiday. 

 

            Steve Braudt has completed the mural on the City shop building.  He had to complete the project by himself because of Covid-19. A thank-you will be sent in appreciation of the excellent addition to our downtown façade.

 

            Robert Laucamp, former employee of the city has recently passed.  He was a good employee and the Mayor and City Council wants to convey condolences to the family.

 

 

 

COUNCIL ITEMS:

 

The Wilton Swimming pool has requested The Townsend Foundation to help with the repairs needed at the pool. The Townsend foundation normally does not fund items that are considered maintenance or that should be in normal operating budgets.  They have requested the City of Wilton and the School to make a donation towards these items and the Foundation will match the funds.  It was then moved by Member Marolf seconded by Member Owens the City of Wilton donate $25,000 for this request to the pool for these expenses.  The roll was called and the vote recorded as follows:

 

            Ayes:  Budding, Stanley, Owens, Lenker and Marolf

            Nays:  None                  Motion Carried

           

 

            The Wilton Library presented a new bid for the Reading Garden project. The new bid was adjusted to reflect the change orders to the original bid. The new bid total came to $268.000   It was then moved by Member Budding seconded by Member Marolf the City of Wilton approve the Reading Garden project not exceeding the Townsend Foundation donation of $275,000. The roll was called and the vote recorded as follows:

 

            Ayes:  Budding, Stanley, Owens, Lenker and Marolf

            Nays:  None                  Motion Carried

 

BILLS:

 

            The financial Statements were accepted and placed on file. It was moved by Member Owens and seconded by Member Stanley that the total disbursements of $165439.87 be approved by the Finance Committee, be allowed and instruct the City Clerk to pay the same. The roll was called and the vote recorded as follows:

 

            Ayes: Budding, Stanley, Lenker, Owens and Marolf

            Nays: None                   Motion Carried.  

 

 

ADMINISTRATIVE ITEMS:

 

            Chief Clark reported putting the speed sign at 200 E Wate Street in the city.  The average speed was 28 mph over a 2 week period. He will continue to place it in other areas to monitor speed violations. Applications are being reviewed for the hire of a new officer.
