Regular Meeting July 13, 2020 The Council for the City of Wilton, Iowa met in regular session in the Community Room at City Hall on Monday July 13, 2020. Mayor Robert L Barrett called the meeting to order at 7:00 PM and then led the group in the Pledge of Allegiance. Council Members present at this meeting: Wayne Budding, Keith Stanley, Ted Marolf, Steve Owens and Sheryl Lenker. Absent: none The agenda was presented for approval. It was moved by Member Owens seconded by Member Lenker that the agenda be approved as presented. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, Lenker and Marolf Nays: None Motion Carried The consent agenda was presented for approval. Items included were: Minutes from 6-22-2020 meeting and Wilton Athletic Booster Donation of $250.00. It was moved by Member Marolf seconded by Member Owens that the consent agenda be approved as presented. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, Lenker and Marolf Nays: None Motion Carried CONSULTANTS: Wilton Development Director Becky Allgood reported that she is working on a Wilton Magazine that will be used as a tourist guide and fact sheet. Mayor Barrett suggested that additional signage might be helpful to indicate where the new Freedom rock is located. The canon donated from Muscatine arrived Friday. Work is continuing on the Highway 38 corridor development study. Allgood is working on a historical neighborhood grant with the help from Muscatine County. LEGAL ITEMS: City Administrator presented the council with an agreement to be signed by property owners that will address the storm water runoff problem. The City of Wilton will agree to repair the private storm water runoff but declare that the City shall not be responsible for any additional repair or maintenance of it after its initial repair of the private storm water runoff. Additional changes need to be made and will be presented at another meeting. MAYOR: Joan Voss has resigned from the Wilton Library Board. A replacement will be appointed at the next council meeting. It was moved by Member Stanley and seconded by Member Lenker a letter thanking her for her years of service be sent with regrets. The roll was called and the vote recorded as follows: Ayes: Owens, Budding, Stanley, Lenker and Marolf Nays: None Motion Carried . Mayor Barrett commented on the great job Chief Dave Clark did installing the new cameras. The Freedom rock will have 24/7 surveillance. Clark saved the city the cost of the camera install which would have been about $6000.00 dollars. Concerns were brought up about the Municipal Code not being updated on the web site. A call was made to the Municipal code corporation and the city is waiting for a reply. The most notable code missing was in regards to the change of the fireworks ordinance. COUNCIL ITEMS: Freedom Rock has now sold 407 pavers. A schedule and possible street closing request will be presented at the next council meeting. The official dedication is set for September 6, 2020. Hoekstra Masonry, Hahn Grunder Ready Mix and Triple B construction have donated time, money and equipment to the City to make this all possible. ADMINISTRATIVE ITEMS: City Administrator Ball presented the need to increase the garbage rates. The last couple of years and city has been in the black for our garbage program. At this time the City is losing money because of the increased landfill cost. Some cities have a garbage rate and a recycling rate. More information is needed at this time and a resolution will be presented at the next meeting. Ball encouraged people to complete the Highway 38 study and/or the Censes survey. It is important to the City to have these studies completed. Police Chief Dave Clark wanted to commend Sergeant Johnson and Officer Yassin with the excellent service they performed over the Fourth of July. They both worked a lot of over time responding to the multiple calls they received.
